Rules of Procedure: The 44th World Scout Conference

The Rules of Procedure explain how the World Scout Conference works. They provide a clear framework for discussions, proposals, debates, and voting, helping Member Organizations take part fully and make decisions in an open, inclusive, and well-organised way.

Ahead of the 44th World Scout Conference, Member Organizations will review and approve the Rules of Procedure that will guide the Conference. The proposed Rules of Procedure build on lessons from previous Conferences and aim to make processes clearer, participation easier, and decision-making more effective.

Together, the Rules of Procedure help create a Conference where Member Organizations can discuss important issues, make collective decisions, and help shape the future of Scouting.
